A New Paradigm of Data Security

On September 17, 2021, the Chey Institute for Advanced Studies held its tenth Scientific Innovation Series titled "A New Paradigm of Data Security." Leading scholars in the U.S., Europe, and Korea were invited to discuss new technologies and their implications for the future of privacy and security.

“I really think that the role of theory is becoming more important rather than less, because the stakes are so much higher, both for privacy and for the use of machine learning everywhere. if we're going to allow a situation where because of some failure, whether it’s secrecy or verification or robustness, the entire world is going to be at a standstill, and we know that all our weapons systems and our internal systems and our electric grid is controlled by a computer.”

“I think homomorphic encryption and blockchain are a great match. On the one hand, you have blockchains which are basically where everything is basically publicly posted. And we would like that something on top of that, like homomorphic encryption, which provides the privacy aspect. And I think they're also a good combination in terms of opening up transactions that otherwise might not have occurred.”

“So, we should not take a blanket approach, which is saying this technology is 40,000x slower than that technology, therefore, it's irrelevant. That is not a good approach. What you need to do is look at the problem you're trying to solve. First, ask the trust assumption questions that I mentioned in the beginning of my talk. Who are you trying to protect from what? What is the best technique to use? Don't automatically assume that you should use the deepest possible neural net to make your prediction.”

“The understanding of new technologies is very critical to the lawmakers. For example, in GDPR (General Data Protection Regulation) or in three Korean privacy laws, the homomorphic encryption is regarded to be a pseudonymization tool, not an anonymization too. But it has anonymization features because publishing encrypt data does not leak any private information without private keys. So actually, we can use homomorphically encrypted data as we want if the secret keys are protected. So, I think we'd better enjoy this future more actively to get the full power of data without privacy concerns.”

“Indeed, in crypto, quantum computation is almost always seen as a disaster. One aspect that was put under the rug during our talks is that there is a significant amount of mathematics behind. In particular, computational number theory and algebraic number theory. If we have quantum computers, we can do very interesting computations on these underlying objects, like number fields. And using the results of the computations, maybe there are ways to find better designs.”
